Learning - Who Is Responsible?

Who is suppose to be responsible for the students learning - Teacher or the students themselves?

If education is to draw knowledge from within student, there must be a process that input that knowledge, then this process must be learning.

A teacher can introduce a topic, show examples and inspire, however, learning will not take place unless the student opens up and receives the information and processes it so that it can be applied later.

So, whose responsible is it?
